From what I am hearing, the injuries were caused by an SUV running into people evacuating a building during a fire alarm. The gunshots came from the police.
 
That would be some feat. Unless they're fighting for the best hiding spot.
I appreciate the joke here canuckblue, but I'm actually a huge proponent of the run, hide, fight model. When I was in high school we just did lock down drills. Everyone would lock the doors and hide in the dark to avoid the shooter. Police and the military have found this approach to be exactly what shooters want/expect people to do. In mass shootings like Columbine, the majority of victims remained stationary throughout the shooting.

The theory is based on the idea that most shooters, even highly trained military and law enforcement specialists, have a really difficult time hitting moving targets. So the first step, if you hear gunfire, isn't to stay in place, it's to run as fast and far as possible. Spread out, run in zig zags, make it tough to be hit. You hide if the shooter is close, and there isn't a window or any other way to escape, but as soon as the coast is clear or you can get past him, you start running. The most controversial one is fighting. People assume this means being a hero and tackling the guy, but it doesn't. What it means is that if you're cornered and can't run, throw anything you have at him, yell, wave your arms, shine a light in his face, basically anything to momentarily distract him long enough to run away. They've run scenarios where highly trained SWAT officers play the role of active shooter, so these guys should be really good at staying focused and disciplined with their shooting, and even they have a super hard time hitting people who use the run, hide, fight system over the lock down one.
 
i like the idea but in reality most people are too shellshocked to think straight. Freeze and hope for the best is probably the easiest reaction if there's no run-away option.

Personally i'd like to think i'd tackle the shooter and then throttle him, but in reality who knows? I've often wondered why we see few fightbacks in such things and it's probably because the modern world has added a new option to the old fight-or-flight instinct...namely freeze.
