I think that is how most states operate.

To do that you would need to re-run the election stating that everyone who wants to vote has to vote in person. You can't have these are the ways you can vote and then decide afterwards actually what we said was fine to do won't count now.

Why? In a lot of cases it isn't arriving solely because of the postal service being slow and that is largely intentional voter suppression.
