If we’re waiting until the end of the window to secure two loan deals as our major signings then yes that absolutely makes us a basket case.
Because for both players the teams in question want to get rid of them on permanent deals. They won't let them leave on loan until they're certain they can't get someone to take them permanently, this means it won't happen until late in the window. They will wait as long as possible until they agree to let them go on loan.
If they're our top two targets in their respective positions and we can't get them on loan until the end of the window then you can argue that shouldn't make them our top targets, but the reverse of this is that
Moyes/the club could argue that they're happy to not have these players available for the 3 opening games as long as they can get their top picks.
I don't think that makes us a basket case, it's a calculated decision
