When they took over TFG did say that one of the benefits would be an ability to share data between the clubs so having mutual interest in a player is possible. I would expect there to be working rules so eg whichever club has the longer interest gets first dibs. There is no way TFG want to give agents any chance to play us and Roma against each other.
