It would indeed be tough and maybe not necessary. Keep in mind, just because there is a cap, doesn't mean there is perfect parity. But yes, every team has a chance. Except for Cleveland.
That being said, I do believe the fact that there is a world wide player network, a really smart team can still overachieve in football. When Man U is looking to buy Harry Maguire for 65M, YOU KNOW there is opportunity out there. Because that is just dumb.
