If you sell your ticket on Stubhub for face value, then after the 25% commision you would be losing out. Agree that £250 is steep, but it's all about supply and demand if someone pays it, it's worth that much.
Apart from the Derby you would not have a problem getting a ticket for any game at Goodison direct from the club
So if you stick your £35 ticket up for £44 to cover the 25% guess what? You can just buy it from Everton cheaper
The reason there up for sale is becasue they can not be arsed going or can not make it so instead of letting the ticket go to waste they sell it at a small loss
