I thought this had a naval derivation but apparently not. I've just googled it. I like the suggestion that "the nines" were the nine daughters of Zeus who presided over the arts and learning. Dressed to the nines suggests that you dress to impress the daughters of the gods.

I've got nowhere with a few of those in my time..........

I just read it was after a regiment in the forces called the 99th regiment who were known as the nines who prouded themselves on their appearance
 
I know what your saying, I'm kind of seeing it like there are three states Proactive, Active and Retro...

is it not pro-active and re-active,

I think they are separate from active

pro-active is do something before its required, re-active is doing something after it becomes required

so you can be actively pro-active........jesus my head hurts
