Lukaku was brought up to go career first. Thats the mentality for a young belgian. Play for your hometown club, move on, then keep going until you are at the elite.
Barkley on the other hand it is different, english kids are not brought up that way. They are expected to show loyalty in some sort of way.

so let's say if utd pay the likes of Valencia or Ashley Young 100k/120k do you think we should be looking for those type of bang average players and paying them that because utd are? Or if there's a top young talent in the championship who is currently on 2k a week should we offer him 100k a week because then that will show our players that we mean business?

There's offering wages to be competitive and then there's offering wages and not being sensible. The rs have mastered this for years and it's not a road I want to see us go down.
What if the player coming in thinks he's better than Barkley? I'd love Barkley to stay but one man doesn't make a club, local or not.

Ross was free & has proven to be one of the best attacking midfielders in the league for 4 months what would you be thinking if you were him.
Plus Liverpool have historically paid players high wages that they wouldn't get elsewhere he will minimum get £125k per week eleswhere if he leaves.

Players become aware very quickly that it's a business. They don't have the same attachment we do regardless of who they supported as a kid. Players who ignore the overtures of bigger clubs and better wage are an enigma and are celebrated as such. Le tissier, Gerrard, etc. Look at Rooney. Won a shed load. Captained his country. Astronomical wages. Was he wrong to leave? I don't think so. Would love to see Barkley stay and push us to the next level but we have to accept it doesn't often work that way.

Barkley is good but not as good as Rooney (at the time of course). I can't see him getting a starting role in the current top 6 maybe except Arsenal. And we may even move above Arsenal this weekend.
