I think they both have strengths that the other doesn't.
If i wanted a quick, creative winger capable of some pretty special finishes too, I'd go for Raphinha.
If I wanted a quick, agile, pest and workhorse of a forward to play across the three I'd go for Richarlison.
PSG have to want to buy the player, which they might well have done under their last DoF and if Mbappe had gone. Neither of those things happened though.
