Saying that he wasn't highly rated in Brazil and was seen as nowhere near ready for a move is completely made up. His coach at Fluminense said he could be one of the club's all time greats while he was there, he was playing virtually every game for their under 20 side, and it was widely reported that AC Milan and Ajax both tried to sign him but pulled out because he didn't have a European passport. Even Brands said he would have liked him at PSV. I can't answer why you've made it up, only that you have.

If you google Richarlison and Tim Vickery there should be some articles highlighting some surprise that he had started so well but it does seem that he was well known, sought after and was a team mate of Neres.
