The trouble with using that argument is that you could say we should appoint a manager that won a closely contested division 2 competition.
The standard in which a manager is operating must be taken into account. Man City have untold access to funds and have possibly the best manager in the world.
Fonseca has done quite well in a very second rate league. I think that his next move should be to a middle ranking league in Europe, prove himself there and then head for the big leagues of Italy, Germany, Spain and England.
