Maybe he is at the end of his tether with him. He does have a point in that Jelavic goes down very easily looking for the free-kick, yet he very rarely wins one. Sure Moyes would rather see him battling and using his strength than going to ground to no avail.

It seems like the striker that Moyes ideally wants closes down defenders, chases punts upfield into the channels, holds the ball up and scores 1 in 2. It's difficult to think of anybody in world football who does all that. Maybe Suarez? Most other strikers either work hard for the team (Marcus Bent, Straq, Heskey) or conserve their energy (Saha, Yakubu, Lineker) and contribute goals.
The problem with Jelavic playing in the channels is that we don't gamble bodies from midfield into the box for him to aim for. So when he gets the ball he holds it up and waits for support, lays it off and then gets into the area to receive it again, by which time the opposition have numbers back to crowd him out.
