For STH holders, aye. But if you buy one as a member, or your a STH who bought a seat other than your own, your ticket gets delivered by email, not loaded onto your ST. That way you can simply forward the email for somebody else to download onto their device.
I bought mine and my Dads ST seats, but my Dad fell off a kerb after Brentford (lighting needs improved) and tore the ligaments in his ankle, so he cant make it now. He cant shift his ticket so it will just be left empty. I might take his phone with me and take my lad.
To be honest from my own personal experience, of attending the game yesterday and the tour today, I felt immensely proud of the stadium , and a little bit in awe of the sheer size and magnificence of it, was honestly lost for words, this is the stadium of a a top team , of an elite team , and that's what we have to and want to aspire to to get this team and to get Everton back to past glories . All this while acknowledging the reality that 'Feeling at home' etc as we have somewhat agreed can only take time. 6 months after Goodison first opened , I guarantee people didn't feel about it they way they did on the day of its final gameWell, there's no question that the stadium is top class.

Tbf they were probably more concerned about things like tuberclorosis and diptheria than a football team moving fields.
