I feel as a guess, their ground development is easier construction wise, and the owners are funding it!
They have worked the space over the last three years, as they have had the backing, and foresight

Liverpool's development cost is £114 million wholly funded by an interest free loan from Fenway SG.

Liverpool expect an additional £20 million in revenue (including 3,500 new hospitality seats).

I appreciate their actual worldwide support is huge,however I'm still dubious of their matchgoing support numbers,over the past few years there have been numerous instances of them failing to sell out a 45k stadium.
