It would also have the benefit of being able to be scheduled on a piecemeal basis, you do a little, let it earn you some cash, do a little more etc etc... the out-turn being that your risk and debt exposure is far lower.
It's just more complicated, which is the main reason it hasn't been attempted.
Point to note:
There have been a few option studies now which demonstrate the feasibility of redevelopment, not one made public that demonstrates that it is impossible / impractical. (just in case anyone was going to suggest otherwise)

It's a fair question to ask 'Did your prediction take these apparently new restrictions into account, do the numbers still make sense?'
The numbers, for me, aren't sufficiently compelling to make the move... and sadly, the more information that comes out, the less compelling the arguement gets.

A modern ground is part of that success. No businessperson has ever purchased a club in the top flight (except the clowns across the road, and see what has happened to them) having as their prime purpose the building of a stadia. A stadia comes before more substantive investment.
A site within the city boundaries (because that's the main reason for rejection, even though the new stadia is only 500 yards from the boundary) would costs us considerably more, money that we don't have.
We can't afford to wait for the never never gravy train of LCC and their endless, pointless Council resolutions to help, and then sit on their greedy fat red arses.
Its really not rocket science.
