I'd argue the prem is a higher level than the conference league, but yeah like I said this is Anderson's first season performing quite at this level (but he was underrated last season too). But *this season so far* he is probably the best or second best CM in the league after Rice.

Caicedo has been better in my opinion. I have a feeling you're judging Anderson on his England performances more than his Forest ones unless you're a regular watcher of Forest
