Whats the security risk?

If somone can't make a league game, they can transfer it to (paid up membership) friends and family.

If someone can't make a cup game, they can't.

I've worked with people in ticketing for nearly two decades. Ticket transfer, either direct or resale platform is universal. It's only ever disabled for commercial purposes.

Coincidentally, Everton are massively pushing paid membership.
