While that case has been heard, a verdict remains outstanding.Does this decision impact the 115+ charges? Does it wipe them all away, or are there still a decision(s) to come?

And you know they’ll appeal any verdict and drag it out for years
I don't believe they can appeal. They could the UEFA decision to ban them from European competition for 2 years, which they had overturned, but I don't think they can appeal the 115+ charges. I may be wrong...Some of the 115 charges relate to City not cooperating with the PL
