This is exactly the point. I’ve always said that handball shouldn’t take into account “intent” the same way a foul doesn’t take into account whether a player meant to win the ball or not.

Not to get us sidetracked, but once you admit that you have to deal with the problem of players literally targeting their opponents' arms at point-blank range to win penalties (since arms are not detachable), you've opened that can of worms.

I think I agree with your general sentiment, though, which I interpret to be - if the player gets pegged at point-blank range and it was totally unavoidable, no foul. Else, foul.

I think people get confused on fouls generally because intent goes into whether it's a card and what color when it comes to reckless/dangerous play, but not into whether it's a foul or not. A foul generally is contact that generates an advantage deemed to be unfair by rule. Intent doesn't enter into that.
