….memory might be wrong here, but I seem to recall RoI beating England in a major tournament, so they mightn’t have a rich pool to select from but the best teams aren’t always made up of the best players.
Your thinking sounds similar to KDH but plenty of others are happy to switch allegiance to play international football. Cricket is similar given the accents and background to many England players.
If you qualify for somebody else and unlikely to get an England call-up, it’s perfectly understandable why some go for it.
