I literally said his idea is better than defunding.

Because his idea involves tackling the issue and reform. When they get funding they use it right. That's what he wants. Again I just said that.

Defunding is stupid anyway. It will make the problem worse.

Control the budget and their spending. If they need extra for cadets and programs then great.
