The UK only designates Hezbollah's military wing as a terrorist organisation. The political wing is not designated as such by the UK or the EU.

What they have said is detonating bombs in civilian areas (especially when some devices were in the possession of politicians or members of Hezbollah’s civilian wing) is quite blatant terrorism.

But their motives was primarily rooted in restoring Assad's stability and were heavily involved in strengthening his regime against civil uprisings during the civil war - not least in the siege of Aleppo.
