Very good and well researched post. I know from experience that just because the letters UN appear in the name of an organisation that is no guarantee of efficiency, honesty or selflessness.With 16 countries temporarily halting their funding for UNRWA there have been plenty of articles in the media for people to form their own opinion on whether or not UNRWA should be replaced by another organisation.
I'll point out that, while they probably hope no-one remembers, the Palestinians have previously agreed to plans to phase out UNRWA. In 1995, a five-year plan was prepared to gradually transfer UNRWA’s responsibilities to the Palestinian Authority. Amazingly UNRWA were allowed to reject the plan on practical and political grounds.
In 2001, in talks at Taba, the two sides agreed to dismantle UNRWA within five years and discussed mechanisms to replace the agency. The sides also agreed on the establishment of an international body and fund to deal with refugees’ compensation mechanisms.
In 2005, after the 2nd Intifada, another plan was hatched to transfer the agency’s responsibilities to the Palestinian Authority but was abandoned following Hamas’s victory in the elections in January 2006.
In addition, during the 1990s, UNRWA rejected plans initiated by Palestinian municipalities to strengthen the connection between the municipalities and the camps.
I'll also mention a couple of things I've not seen covered in the UK media. In Gaza, before the 7/10 massacre, many items that UNRWA should have distributed for free went missing, before appearing in shops a few days later. It wasn't every item but some would go missing every month, often everyday or essential items, forcing people to buy them with all proceeds going into the coffers of Hamas. UNRWA must have known about this.
The second one applies mainly in the West Bank where UNRWA abuses its power under its mandate to provide the documentation necessary for travel. Residents of UNRWA camps have to apply to them if they want to move from one camp to another or if they want to travel abroad. UNRWA in effect operates a blacklist by refusing the applications of those who disagree with their political stance, such as those who support peace and oppose violence, including journalists, researchers, and those who they regarde as dissidents. This only applies in UNRWA camps, not to residents of the rest of the West Bank.
However, despite its many faults, UNRWA’s provision of health, education, and social services is a lifeline for vulnerable Palestinian refugees. In this respect, the agency’s important work should not be belittled.
It operates in 5 territories - Gaza, West Bank, Lebanon, Syria and Jordan - with different challenges in all of them.
Gaza we all know about now - I'll just say that UNRWA, a non-governmental organisation, was doing the work normally done by a government, in this case Hamas. That was unique to Gaza, and wrong.
Before the civil war in Syria there were 12 camps, home to 560,000 people. Thousands were killed in the war and even more fled to Jordan and Lebanon. Many others have attempted to reach Europe. No-one knows how many are left in Syria where they have no rights, while the Action Group for Palestinians of Syria estimated the number of Palestinians who have died of torture in Syrian prisons at 620. UNRWA's work virtually ground to a halt during the war, while recently there have been complaints about UNRWA workers providing favourable services to their relatives while ignoring others.
In Lebanon, where, in addition to decades of being labeled as refugees, Palestinians are denied their basic rights through discriminatory laws and regulations. These include denying the rights to attend public schools, to have access to national health system, to own property, and to acquire Lebanese citizenship, even for those born in Lebanon, and they are restricted in the work they can do.
In Jordan, the majority of over two million Palestinian refugees, who constitute 40% of UNRWA’s registered refugees, have been granted Jordanian citizenship - the only Arab country to do this. Furthermore, UNRWA refugees who are Jordanian citizens hold significant positions of power, work in middle and upper class professions, and the majority do not live in UNRWA’s refugee camps. Their definition as refugees has no parallel in other refugee populations. Despite this refugees who are Jordanian citizens do not receive services from the Jordanian government: they study at UNRWA schools and receive medical care at UNRWA’s health clinics.
In the West Bank and Gaza, as of 2019, some 2.3 million people were registered at UNRWA as Palestinian refugees, which constitutes 42% of the total eligible for the agency’s services. However, the Palestinian Authority classifies them as citizens who live in their homeland according to the Palestinian Basic Law of 2003. In the West Bank there is the ridiculous situation of the same services being provided by two authorities, UNRWA in the camps, the PA everywhere else.
If it's decided that changes have to be made, rather than simply defunding UNRWA there are four alternatives for improving the lives of the refugees.
1. Comprehensive reforms - including reviewing UNRWA’s mandate, organisational structure, and methods of operation, while redefining
beneficiaries in a manner that will substantially reduce the number of those eligible for the agency’s support.
2. Transferring UNRWA’s responsibilities and budget to governments in the different operation zones, including the Palestinian Authority.
3. Replacing UNRWA with UNHCR.
4. A mixture of the first three alternatives.
I favour the last alternative, with UNRWA being replaced by the UNHCR in Lebanon and Syria, while in Jordan, West Bank and Gaza (eventually) the respective governments should take over from UNRWA, with all funding going to them. This would especially strengthen the PA in the camps, where at the moment it has little presence and influence, including security.
I'll add that Palestinians in Egypt are not served by UNRWA or UNHCR. Around 20 years ago it was estimated that around 100,000 Palestinians were resident there - now it will be more. Egyptian nationality can be granted to Palestinians but only in a strict set of circumstances (money), which bars the majority from naturalising, so they are classed as neither refugees or citizens. Today, they are marginalised and denied basic rights such as free education and healthcare, and their work rights are heavily restricted, despite having been residents in Egypt for decades. Consequently, many fear disclosing their Palestinian identity due to discrimination and the campaigns which have been whipped up by Egyptian media against them since the late 1970s. Egypt say that granting Palestinians Egyptian nationality would jeopardise their identity and cause.
This argument goes back to the Arab League's resolution 462 issued in 1952, which stipulated that the policy towards the Palestinian refugees needed to be based on the principle of their eventual return, and warned against naturalisation.

The actions of Netanyahu and his regime against innocent Palestinians is directly contrary to the Law of the Jewish faith. There are many faithful Jews who are deeply hurt and angry at what is being done purportedly in their name, and in the name of their rich faith.
