Not necessarily, it just means they aren’t necessarily targeting Hamas fighters. In addition to the murders of Wael Al-Dahdouh’s family, there have been hits on many other reporters, teachers, paramedics and medics, the university, hospitals, mosques, churches, bakeries, schools and so on.

I think it’s pretty clear that civilian life that is being targeted, most obviously by the siege.

To be honest, it was only recently I found the ackground to the phrase. I think most people see it as akin to 'Free Nelson Mandela' or something.
