I agree with this partly - not all teams play on the counter though, but I get your point!.
It is a good league for a lot of young attackers and attacking play for a few reasons. In Bundesliga, this season again, as seems normal it is the league where most goals are scored per game average, this season so far it is over 3, the only one of the 'big 5' leagues, (PL is 2nd, then Serie A, La Liga and Ligue 1 in that order).
So yes, an attackers dream.
Even the league's smaller teams don't tend to do the parking the bus thing that seems to be an often heard lament for a lot of PL fans. So if you play Düsseldorf or Mainz, or Leipzig or Leverkusen, the chances are you come up against teams who want to keep the ball down and play and attack, regardless. Of course there are always 1 or 2 exepetions! But it means that for attacking players, they get the stage to play their game.
I think a strong emphasis is put on the technical and tactical side of the game too - so it is a good league for younger players to learn in, But also, it has to be said the league is less physical than the PL for instance. And midfielders will tend to get that split second longer on the ball which can make all the difference. So everything considered it is a good league for attacking players and a good league for development.
It is no guarantee players can adapt to other leagues. Some Bundesliga playesr have done it really really well when they moved to the PL (Son, Arnautovic, Firmino, Auba, Sane, De Bruyne, Dzeko to name a few), others take time to get used to the physicality and quicker thinking and turn needed especially in midfield but get there in the end.
A few others likely will underwhelm and never reach the level people expected of them - Xhaka and Mkhitaryan being two obvious ones.
But as for Sancho, he is a sure fire a bet as there is in my opinion. I look at him and Pulisic as two playes linked with, and now one going to the PL. Sancho is far ahead of Pulisic in every department, and for me, he's a better prospect than Dembele was at that time too. Added to that - Sancho has the attitude, he is a good kid, a hard worker who is so focused. I am sure he'll land up in the PL, but I hope he stays at Dortmund for 2 or 3 more seaons for his and Dortmund's sake. But whoever wants him will have to pay up quite the fee.
