It is rare, very very rare for a club to say how much they have paid for a player. Everton say that the transfer fee is £28 million then there is no reason to question that figure in terms of what it is costing .
No doubt included in that £28 million fee are things like agents fees, signing on fees, training compensation & relocation allowances. Most will assume that add ons are in respect of performances etc but often these add ons are the cost associated with a transfer.
In truth all we know about the transfer, its structure etc is that Everton say the fee is £28 million anything else is just rumour
