It’s bad coaching a lot of the time IMOScotland had a very good team in 78 and they certainly underachieved.
However given the resources England have had at their disposal over the years, the ultimate underachiever tag goes to England.
The reason may be that our leagues are more physically demanding or maybe there's just better international teams out there.
