To do that he needs the best players.
To get them he needs the most money.
Jose is an unreal manager. But he is incapable of creating teams like City. And vice versa- Pep could never create teams like Jose.
The reason Barcelona didn't want him to leave, the reason Bayern wanted him, City too, is because the brand of football he creates is the most marketable and, in many's opinion, the most entertaining.
A lot of chaps believed that he couldn't do it in the PL league based on a season where he had Bravo (his mistake, admittedly), Sagna, Clichy, Fernando.... the list goes on and on.
He's now making a mockery of the assertion that he isn't at least the joint best manager in the world with Jose.

Your comment made me laugh. I have family who emigrated to Christchurch, New Zealand and I see them every 3-4 years. This season I got seats together for Watford and then City got a home tie in the Cup so it's worked out. First time in ages that I've managed to get tickets and that was because of the luck of the Cup and City getting a London club in midweek over Christmas.
The problem with City's fan-base is that within a decade they will become what they hated: Man Utd.
