Is it only the Zatlike under 18s we are barred from signing ??
Yes.

Well the OP was clearly incorrect.
He’s also worked for AZ and is quoted to have extensive knowledge of both local and foreign talents.
Nope it’s PL and EFL , which includes all 72 clubs below PL, player ages 10 -18 who have signed for a PL/EFL club in previous 18 months. Makes sense to me to beef up our European scouting below Brands particularly someone who lives “ locally” enough to interact with Brands. We will also have a network of formal/informal contacts with scouts in different countries , so I’d guess part of his role is to pull this all together, coordinate the contacts with foreign scouts , report back to Brands .I think we can sign League One and League Two, just not Championship or Premier League
Oh.The 36-year-old, who is multi-lingual, knows Everton Director of Football Marcel Brands following two seasons playing for AZ Alkmaar in Holland.

Maybe lure away from the Sky 3-4-5-6 (depending on our position)Spotting talent is one thing.... But lure? Surely we still have pulling power to any player in the championship who wants an opportunity to play in the prem? Lure?
Mate of Brands.
Hopefully he’s up to the task and it’s not another Everton jobs for the boys scenario
Seemed a bit too random.
Oh.
Why would it be a 'jobs for the boys scenario'? We've picked a top DoF from a club that had a very successful scouting system, who did similarly well at his previous job. Why wouldn't we want to bring in some of those people who made up those teams that were so successful? If you have worked with someone before, and no they're good at their job and the qualities they bring it seems like a no-brainer to me.
Well Phil if you had of quoted my full post and not cherry picked bits from it you would have noticed that I said I have faith in Brands to be s consummate professional
