Of course Bischoff would have made a huge deal about. Did you see how smug he was on Nitro when talked about Bret coming in? He was loving it.
But as Gwladysstreetlad said above, in true WCW style they made a complete arse of it and still would have done even if he came in as WWF champ. Vince rightfully couldn't take the risk of him leaving as reigning WWF champ.
Of course legally he couldn't have worked Nitro on the Mon after survivor series and there was no way even Bischoff would have been stupid enough to have him do so, Vince's paranoia was in overdrive to overlook that fact, and the fact Bret was one of the most trusted loyal employees he'd ever have so wouldn't have done so for £10 million dollars.
So they could easily have ran a DQ ending at survivor series, let Bret not drop the title to Shawn and then have him drop it later that week before he left.
But Bret should have stopped being a baby and dropped at survivor series to Shawn and none of what happened would have happened. So Shawn told the world he was having some "sunny days", if he was that worried he shouldn't have been cheating on his wife in the first place.
Shawn was a total prick back then and Bret was still willing to put that aside to work with Shawn (for the most part) but wouldn't lose cause it would make him look bad personally. I could understand maybe someone these days thinking like that but for someone to come from such a carny wrestling family as the Harts he should have realised that business and making money always come before personal feelings and ego.
But then again he'd claim he was protecting his character which is as carny as it gets.
