He was always an upper mid-carder but he was a very effective heel at that range (good feuds with X-Pac and Chyna in WWE) and had decent wrestling ability.
Sure, he overreached in a desire to be "the guy", but that's just ambition. He and McMahon had different views and that killed his career - it happens.
Does he deserve to go in the hall of fame? Well, no, but when the likes of Koko B. Ware, Big Boss Man and The Godfather are in it then it's hard to make a definitive case for someone like Jarrett not being in it to be blunt.

Entry to the WWE hall of fame has never, ever had anything to do with who deserves it. Its basically on the whim of one guy, Vince McMahon, if he wants you in it, you're in it, regardless of anything that happened in your career.
However, if it was determined on any kind of "deservedness" than yeah Jarrett is a good shout for going in. Solid upper mid carder, former IC champ and WCW champ , worked for both sides during the Monday Night wars, came up from the old territory system, formed his own company and famously held Vince up for £100,000 and lived to tell the tale.
Would give a pretty good HOF speech i reckon.
