Somebody gets their house broken into and stabbed, they try to call the police and the dispatcher can’t get a car to them because of this.

I think people are acting in the way they are as there have been a number of high profile deaths of black people by police in America which have been excused and at the point that there a protests, it is met with by force from the police. This has turned into civil disorder and the President suggests it fine for police to shoot looters.
The police don't seem targeted in their approach or attempting to de-escalate. The argument is they're enforcing a climate that protects someone who kills another person purely because they wear a uniform.

Err...yes it does but it is usually at greatly reduced priority.er - policing of a major city usually continues (at least at some level) even if there is rioting in other parts of it
