OK, here's my take on it.
Racing incident, but probably 60/40 Hamilton's fault in all fairness. He chances it and leaves his car in there and there's going to be contact if neither of them backs off. Hamilton has a right to try to drive down the inside, but Max only gives enough room to avoid a collision if Hamilton backs out.
The thing is with racing incidents that it is the driver chasing who nearly always shoulders most of the blame if there is a collision or contact - You always give the benefit of the doubt to the leading car. That is why an overtaking driver always need to be extra sure when attempting a pass that they have a better than 50/50 chance.
Had the contact been slightly different and it was Hamilton's race that was ended, I don't think Verstappen gets a penalty because he's leading.
So, racing incident, yes, but a 10s penalty is fair and in line with precedent that appears to have been set by the stewards in recent times.
But all in all I'm glad that the race went the way it did, because it rebalances both championships beautifully, and because Max has in the past driven a bit too aggressively without anyone saying "enough", so has had it coming. He'll think twice about how he defends from now on. It's all a part of the evolution of a F1 driver.
