Nothing subtle about it, it's crystal clear what he's done. As you say, he only turns 'properly' once he's shoved Hamilton off the track, which is a penalty, because he's doing it off the racing line and not taking the usual braking point - in footballing parlance, it's "playing the man not the ball".
The problem is, although Hamilton won and therefore it didn't matter on the day, the stewards have now set the precedent for Verstappen to do whatever he wants now.
You can argue that's good for the viewer, but it's also incredibly dangerous. The rules around this exist for a reason.
