To be fair thats the model PSV have to operate under.

PSV's budget in 2011 was €60 million.[101] Before 2011, PSV's budget would only remain balanced if the team would qualify for the UEFA Champions League every year. But disappointing performances since 2008 meant that the club ended up with a yearly €10–20 million negative balance, forcing the club to cut costs and obtain new revenues. Brands also needs to realise (and I'm sure he does) that we're another rung up the ladder from PSV. No point bringing in the same calibre of player he's used to as they wouldn't be good enough for the premier. Unless he brings them in and loans them to PSV or equivalent for a year or 2. That may work. In fact that would work.:)
 
The farewell he has received from PSV fans speaks volumes. He was clearly an integral figure in the running of the club and had a presence around the club. Forget the success of his signings, would any of us say that Walsh ever gave the impression of being a key figure at Everton?
In fairness, a lot of Leicester fans spoke fondly of Walsh. Difference with Walsh was that he was coming here to do a completely different job that he just wasn't up to.

I havent really had a massive look yet, but the list of players hes signed does contain some very impressive names over the years, names that would and some do, grace a premiership football pitch.

But yes, hes going to find himself dealing with different issues here for sure, I mean when an English team looks for a player, most clubs will stick 10m on top just for the LOLs.

So basically no experience of bringing in accomplished players.
This is a big step up for him.
He is as big a risk as walsh
