Can anyone explain why there’s no VAR in an all Premier League FA Cup tie? Mind boggling

Because lower league teams can't afford it so they wait until semis I think
Sky 6 already have an overwhelming advantage against lower league so there wasn't much push back

Lack of movement off ball.

Yet they are the ones going to make subs first.
