I don't see the distinction. Someone's nationality is irrelevant to how they should be treated. That's a key tenet of equality legislation.But they are all arrested, tried and convicted and sentenced under the same law.
It's just where they are kept to carry out the sentence.

There's a difficult line being thrashed out here, parallel to the sovereignty malaise. For instance lets say a famous british homosexual was found guilty of a crime to do with being gay out is saudi or some other gay hating place. It'd be a pretty hard faced uk government that promises to lock him up here for what ever crime. Lets look again, teresa scumbag may brought in a hostile environment policy that actively pursued and harassed perfectly legal with a right to be here british citizens and had them deported in the Windrush scandal. Now, with british law and order and the joke of a judicial system, it seems a bit rich commenting upon and critiquing less well off countries for the state of their laws, application thereof, police, judicial and restorative justice.
