People aren't shocked by Tories (or Trump for that matter) lying though; they've done it so often and for so many decades that its priced in to almost everyones understanding of them. The same thing applies to them being racist, corrupt, drunk, in it for themselves, serially unfaithful, inept or any other behaviour you can name that every other member of society would be (and frequently are) rightfully shamed for being or doing.
We (the British body politic) are used to being ruled by such people, its how things have always been for as long as anyone can remember and its increasingly the case that its only the things that challenge that status quo that scare us.
Johnson could be caught banging thirteen year old girls and enough people to make a difference would not think any worse of him, but if someone comes along to say that actually we could save huge sums of government money by not giving so much of it to the rich, or that perhaps we are much better off with mutually beneficial links to the countries that are our closest neighbours, then they'd be hated by millions of poor people for saying those things.
