To be fair, Johnson speaks excellent French. Clegg speaks about 7 languages as well.
Regardless if what you may think about Thatcher, she negotiated an extremely good rebate for the UK from the (as was) EC. As the clip suggests, she took international obligations and the UK international status seriously.
