Yes if they had lived in the U.K. Recently unlike the Scottish referendum where The Scotts in England could not vote in their referendum and they lived nearer.......

Correct. British citizens, Irish nationals and Commonwealth nationals were allowed to vote. Other European nationals resident in the United Kingdom did not have a say, and certainly Joey's Italian neighbour was not allowed to vote.Gibraltar nationals did as well as anybody from Eire that was a resident in the UK so some did,
along with any residents from Malta and Cyprus as members of the commonwealth who all could if they resided in the UK

I suspect he qualifies for British Citizenship in some way as EU nationals were not able to vote in the referendum, no matter how long they lived in the UK, save the exceptions @edge listed.
