This has a reasonable explanation of the current state of affairs - https://www.instituteforgovernment.org.uk/brexit-explained/eu-divorce-bill

It would seem that very little store is being put into government plans post-Brexit for any such payments, which is either extreme braggadocio or incredibly naive.

Or they just don't intend to do it.

After all they are not staffing it properly (there are nowhere near the amount of civil servants involved, no real plans to recruit any, and the ministerial side is uniformly crap), not especially keen to press on with negotiations, and as you say they have made very few arrangements whatsoever for something massive that is less than two years away. Even the surprise election can be seen as an attempt to dilute the Eurosceptic influence in her own party, whilst gaining time at the other end for people to forget what they did.

May: We're bored of this pub, see you later

Landlord: Settle your tab please

May: You ungrateful swine - two world wars, one world cup!
May: How much do we you?

Landlord: You? Not all that much but we need more cash to subsidize some of our poorer customers so you and the other better off customers pay more so they can pay less.Thats ok isnt it?

May: Even then, were do you get that exact figure from?

Landlord:.............. Pay up or else!

May: See ya.

Hollande, probably the worst French President in decades, who has overseen decline within France and who will shortly be leaving, is attempting to ramp up the threats of how the UK will be punished. Merkel has been doing the same all week and one by one the threats keep getting trotted out. The ex Greek finance minister has suggested that it is impossible to negotiate with the EU and the 27 have already signed off on their red lines with each country demanding different things from the UK. Who on gods earth would honestly wish to belong to this inward looking, self protecting and bullying group. If people were not convinced of the need to leave this discredited 'project' then they should be now.

Forgive my ignorance Pete, but are we not in the process of electing a new prime minister, the main virtue of which seems to be that they are 'strong' and therefore going to stand up for British interests? As I say, forgive my ignorance, but I'm not sure what the difference is? Isn't Merkel behaving just as you want May to behave?

"The European Medicines Agency (EMA) will have to continue paying rent on its London property until 2039 even though the agency is supposed to leave the U.K. after Brexit, according to a European Parliament report.

The EU estimates the outstanding rent will be €347.6 million, which doesn’t include business rates and service charges, which could take it closer to €400 million.

The EMA in 2011 signed a new contract on its Canary Wharf offices, with no early termination clause, “when a potential exit of the U.K. from the Union was not foreseeable.”

The British government has said the EMA and the European Banking Authority can stay in the U.K. after Brexit, but the EU disagrees, saying non-member countries cannot host EU agencies."

It's great the way the EU signed a contract and because it is unwilling to allow an agency to remain in the UK for a period of time then demands that we should pay the bill......I think one of the above bar negotiation suggestions should cover this.....

The difference is in the style of communication. May has consistently said that she wants good relations with Europe and has never suggested that Germany or some other country will be treated badly or will be worse off once the EU no longer has free access to the UK market. Bullying comes naturally to some European states......

They are saying they (the EU) will pay the rent, just as they do now. It's a contract, you know? I'm not sure anyone is saying the UK should pay the bill at all.

I'm not sure where the difference lies. May set her stall out pretty early on that it would be a hard Brexit, just as the EU made quite clear that the 4 freedoms come as a package and you can't cherry pick. That hasn't changed, and it seems rather naive this belief that we would ever be offered a better deal outside the EU than we have inside it. What were we expecting?

I didn't see May set her stall out early that it was going to be a hard Brexit. Did she really? Did I miss it?

Apparently the EU are saying that the UK should pick up the whole bill for relocating the EMA.

Nobody expects a better deal, as we will lose the benefits of the 'four freedoms' obviously. We just want a trade deal just as many within European countries will want a trade deal with ourselves. No cherry picking. Either we get a deal or we don't and either way I would be quite relaxed about it......I believe a sensible deal will be done, but if it can't then so be it....

Davis/Johnson/ and whoever the other bloke is and May's bluster, attempted bullying and threatening over leaving the EU isn't looking too good. The weakness of the Tories 'negotiating' strategy is becoming more and more evident by the day. Mind, the Germans want to sell cars to the UK so it will all be alright on the night. Oh forgot, their 'strategy comes from being a 'strong and stable' government.
