I think there are some feasibility studies going on to get water from everyone else to London and the SE, which I believe will be funded by charging everyone for the pleasure. As I'm sure we'll all pay to save London from flooding whilst leaving everywhere else vulnerable/abandoned.or as the government no doubt read that:
