As a general rule the best club teams in the Champions League are better than the best national teams, because like everybody is saying they pick and choose the best talent in the world. More of the top players get a chance to play at the top level in club football, it is certainly where to look if you want to see pure football. I think there is an argument to be made about the overall standard of teams in club vs international, fairly similar in my opinion, club is not obviously ahead.
I think part of what Ghost's trying to say is that international football has something extra to it, the very nationalism of it. Which match is going to carry the greater atmosphere, gravitas and importance: a Champions League final between the clubs of two cities or two entire countries in the final of a competition played over the entire world? The World Cup final is a far bigger occasion and that is why it's so respected as a stage for performance. If you can produce the goods for your team in the Champions League final that puts you in a very, very high bracket, but doing it for your country in the World Cup is a step up even from that.
