Yes, they are just using whichever word suits them at the time.
To be fair though, it would surprise me if there wasn't massive fraud where billion dollar contracts are involved.
I don't mean fraud in that they are syphoning money directly, but contracts will be going to businesses owned by family members, huge consultancy fees going to friends, debts and loans to associates written off etc.
There is no way people handling that sort of money are being open and honest with every contract.

What you need to understand is that this whole idea of "slashing/dismantling the bureaucracy" sounds good on paper, but your idol doesn’t give a second thought to the consequences of those actions -and that will be his downfall.

Can you explain where all the savings being cut from these programs is actually going? Who's benefiting from these budget cuts, and why isn't there more transparency about it? The wealthiest in society are the ones who will benefit most from these cuts, USAID savings could've been redirected to help ordinary americans, they won't be.

It's often very difficult to distinguish between fraud & waste especially when an extensive audit of the Pentagon seems nearly impossible. Best to assume a bit of waste and a bit of fraud are taking place. I have no idea whether the waste to fraud ratio is 50/50 or 90/10. That's what these eggheads at DOGE will try to find out.

Implicit physical threats to a President or official is a sad state of affairs in today's world. What's next; a generic Democrat President doesn't reduce the tax burden on the middle class so it's open season to shoot that generic Democrat President?
Saving should go primarily on reducing the US deficit, but I think they'll go towards tax cuts and reducing the deficit. If the deficit is reduced then interest rates fall. This leads to increased economic activity. The average US citizen wins.
