I am fairly sure even an untrained person picked up off the streets would, if given the necessary access and time, probably find significant fraud quite easily in those accounts. If they were empowered to go after the really serious, structural, waste then they'd have to be pretty incompetent not to see it.

There will always be some waste, its unavoidable, and governments do not operate like private capitalist enterprises. There are an absolute litany of reasons why any specific procurement might have been executed that simply looking at a dollar amount is not going to enlighten you towards.
