Even if it is just a loan his contract runs until 2019 so we will have a good chance to sign him in the summer if he turns out to be good because City won't need him anymore.

There may well be an option - but the real question is how much money would City be demanding for him and what kind of wages would we have to pay. He ain't going to come cheap, that's for sure.
