Actually @Pettifogger after doing a bit more research it appears that the $1.6 bil proposed in the bipartisan deal was exactly in line with the budget proposal that the DHS laid out. According to these articles:

This firat two years of the DHS plan is for $1.6 billion each with increased costs over the last 8 years of the budget.

If you are saying the 1.6 offered matches the FY18 request, I agree.

But I've never seen a 10 year commitment of that funding from the left, as I think you originally set forth.

I did note the alleged deal floated by Schumer and discussed by Cornyn, that he subsequently withdrew, may have included something more in that range, but I've never found anything but comments from Cornyn to confirm that.

My question - which I still haven't seen answered, is why does he think he needs/should get something (particularly something so partisan as the wall) in exchange for doing something which HE claims to want anyway, Paul Ryan claims to want anyway, Mitch McConnell claims to want anyway, and ~75% of the American people want anyway?

Because the GOP holds majorities and the WH and DACA isn't a priority. Border security is a priority.

The GOP doesn't care about DACA. They just want to end the saga. It's a priority for the left. It'd be silly to give it away for free AND leave open the possibility that we confront another DACA-style issue in a decade. Of course, in reality, that's what'll happen. We'll do a DACA deal, only modest immigration fixes will be accomplished, and we'll do this all again in 2030.
