So is MI6 and MI5 both of their buildings are on the Thames as is the house of lords and commons. As are quite a lot of other well known targets.
Excluding attacks in James Bond movies none of the mentioned buildings were ever attacked by someone on the Thames nor has any other building along the the Thames in modern Britain. going on those odds i bet they felt it was a safe option.
Their current soon to be closed building can be blown up from the street by car or truck. Which i am sure would be easier than launching a strike from the river.
Anyway i never said it was the safest place or impenetrable. I said it was safer.
Building a new building gave them a chance to have more space and include modern security measures. Fix hole in their security.
Trump only has a sore point for the building as it was the first thing he could think of to get out of his visit.
Fun fact.... He was asked to open the building after he had already planned his trip and he initially agreed to it to. So i don't buy the whole its not worth it excuse. Nor should it matter. The president should put personal opinions aside when it comes to installing confidence in his own security services and do the honorable thing and open it.

The old embassy is listed and thus only small changes were allowed and to refit it would have cost close to the price of the new building and still not give them what they wanted.
The New embassy has more square footage thus giving them the ability to make the changes i mentioned. In the long run they will save money due to the design and economical use of it. They will use solar and will use rain water for the toilets and to cut down.
Also they sold several buildings in London to pay for the new one. Most of those buildings were near empty and the remaining staff will be housed in this new building.
Trumps main complaint wasnt even the cost his complaint was that it was the Obama administration who made a bad deal overall. But it started under bush and the deal to sell the building was agreed the day after Obama was elected and signed off on the day after his inauguration.
