Foreign policy and being able to understand whats going on in the world i would imagine is a big deal or should be for the US President and his cabinet. Also for his allys to have someone they can rely on and call on when they need help for many reasons too. Having the biggest military sort of helps.
So having beef with other countries can actually lead to war but yeah just for that little job of president right?

No, congress has to approve a declaration of war but he does have power to force action against an aggressor being the commander in chief.

He says he is always talking to his generals but when he makes these remarks they say he didn't talk to them about any of it. He keeps firing his advisers too so who know who he listens to if anyone.
and again from the list you mentioned were men who are smarter and who understand whats what and who they need to rely on. A good president know how to get the best from the people they hired. Most of the others love them or hate them did that well.
