To be as fair as I can be here, I actually get what he's trying to say.
But he's failed catastrophically to actually say it.
I don't tbh - is he saying that using gas on troops/a city is more heinous than using it in concentration camps? "Even Hitler didn't..." seems to suggest that Assad is worse somehow.
I think he was just trying to bluntly say that Hitler didn't weaponize chemicals in the form of bombs, which is largely true.
He forgot the 'bluntly' part of that plan, as well as forgetting to de-activate the part of his brain which told him chemicals in bombs is somehow worse than chemicals to kill millions in gas chambers.
Pity really he hadn't read the corollary to Godwins law that "whoever mentions Hitler has automatically lost whatever debate was in progress"
